The United Nations Disarmament Commission (UNDC) opened its annual session today at UN Headquarters in New York, El.kz cites Kazakh FM.

This universal forum brings together Member States to address critical issues of international security. The 2025 session, chaired by Paraguay, will focus on two priority topics: nuclear disarmament and non-proliferation, and challenges associated with emerging technologies. The session will run through 25 April.

Opening the session, UN High Representative for Disarmament Affairs Izumi Nakamitsu noted that the risk of nuclear weapon use is now at its highest level since the Cold War, while global arms control and deterrence mechanisms continue to erode. She also emphasized the urgent need for international regulation of rapidly advancing technologies, including artificial intelligence, which have the potential to significantly alter the dynamics of armed conflict.

Delivering Kazakhstan’s national statement, Permanent Representative to the United Nations Kairat Umarov emphasized that Kazakhstan’s approach to nuclear disarmament—shaped by its own historical experience – continues to be implemented as part of a responsible and consistent foreign policy course under the leadership of the President of Kazakhstan Kassym-Jomart Tokayev. This approach is firmly oriented toward constructive engagement in multilateral efforts to strengthen global security. In particular, Kazakhstan chaired the Third Meeting of States Parties to the Treaty on the Prohibition of Nuclear Weapons (TPNW) and continues to support the consolidation of the Central Asian Nuclear-Weapon-Free Zone.

Kazakhstan expressed concern over the upcoming expiration of the Treaty between the Russian Federation and the United States of America on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (New START) in 2026, and called for the urgent launch of negotiations on a viable and timely successor agreement. The statement also underscored the importance of implementing Article VI of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which obligates all States Parties to pursue negotiations in good faith on effective measures relating to the cessation of the nuclear arms race, nuclear disarmament, and a treaty on general and complete disarmament. Kazakhstan reiterated its call for the entry into force of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) as a cornerstone of the global non-proliferation regime.

In addition, the statement highlighted the importance of developing international standards for autonomous systems and artificial intelligence to prevent their destabilizing impact on decision-making processes related to nuclear weapons.

The United Nations Disarmament Commission is a subsidiary body of the General Assembly, serving as a universal platform for formulating recommendations on disarmament and promoting confidence-building among States in the field of international security.
