Road sector development issues considered in Government
The Government session chaired by Prime Minister Olzhas Bektenov considered the issues of development of the road sector and introduction of digital technologies in this area.Ministers of Transport Marat Karabayev, of Digital Development, Innovation and Aerospace Zhaslan Madiyev reported on the current situation, the head of the National Centre for Quality of Road Assets Bolatbek Aitbayev also made reports, akims of a number of regions were heard, El.kz cites primeminister.kz.
According to the Ministry of Transport, in 2024 road works covered 12 thousand kilometres, of which 8 thousand kilometres are roads of the republican network, 4 thousand kilometres are local roads. Marat Karabaev informed the head of the Government that major road projects with a length of 7,000 km have been completed, strategically important facilities have been put into operation: a bridge over the Bukhtarma reservoir, an overpass bypassing Shamalgan station, the country's first tunnel in Turkestan region. Also the passage on key highways: Karaganda - Almaty, Taldykorgan - Ust-Kamenogorsk, Aktobe - Atyrau - Astrakhan, Kaztalovka - Zhanibek and Unige - Saihin was provided. It was noted that by the results of last year the normative condition of republican roads reached 93%, local roads 89%.
In accordance with the Head of State's instruction on annual road renewal for 2025 planned work on 9.5 thousand km, as well as repair of 2.5 thousand km and launch of projects Aktobe - Ulgaysyn, Karaganda - Zhezkazgan, Atyrau - Dossor, Kyzylorda - Saksaulsk, bypasses of the cities of Saryagash, Kyzylorda, Petropavlovsk, Rudnyi, Shymkent and Turkestan.
Head of the National Centre for Quality of Road Assets Bolatbek Aitbayev said during the Government session that in 2024 the coverage of the examination of the objects of the republican network reached 100%, on the local network 99%. As a result of the work carried out to assess the quality of road construction, contracting companies have redone works totalling 3.9 billion tenge at their own expense. This year it is planned to cover 100 per cent of objects with expertise and to test 10 thousand samples of road construction materials.
On introduction of artificial intelligence technologies works are being carried out in diagnostics of highways, large-scale transition to automated control and electronic transport documents is being implemented.
Prime Minister stressed the need to intensify work on building the capacity of the road sector.
"At the enlarged Government session, the Head of State paid special attention to the transition to a new level of infrastructural development, including transport and logistics. According to the results of last year there are good results, but the pace needs to be increased. It is necessary to start preparing new projects aimed at strengthening the position of Kazakhstan in Central Asia as a major transit hub," Olzhas Bektenov noted.
The importance of timely financing of road projects and reservation of land plots for these purposes was noted. Prime Minister has set a corresponding task for regional akimats. An instruction has been given to introduce moratoriums on the issuance of reserved lands, to change their intended purpose. The Ministry of Industry together with akimats should prepare documentary registration of quarries involved in road projects. The Ministry of Transport - to accelerate legislative regulation of issues of land purchase for state needs for the construction of roads.
Head of the Government emphasised the development of the local road network. Olzhas Bektenov stressed that there is low funding from the local budget of West Kazakhstan, North Kazakhstan region and Abay region. Akimats of the regions have been instructed to take control over the issues of compliance with construction and reconstruction technologies, as well as the terms of implementation of projects.
During the meeting Prime Minister gave a number of instructions:
- To the Ministry of Transport to start construction works on the projects Karaganda-Zhezkazgan, Aktobe-Ulgaisyn and Bypass of Saryagash city from April this year;
- The Ministry of Transport together with akimats to ensure control over the condition of roads and timely elimination of defects, to accelerate the work on installation of automated systems for measuring the weight of heavy vehicles;
- The Ministry of Transport together with the Ministries for Emergency Situations, Internal Affairs, Digitalisation, Culture and Information should introduce clear algorithms to prevent mass road accidents;
- The Ministries of Transport and Digital Development should ensure that the E-Joldar digital platform for monitoring the condition of national, local and urban roads is put into pilot operation by the end of this year;
- The Ministry of Transport and Digitalisation should conduct an audit of digital services and ensure their active implementation in the transport and logistics sector.
