Prime Minister Olzhas Bektenov held a meeting on further development of housing construction and increasing the affordability of housing, El.kz cites primeminister.kz.

The progress of work on fulfilment of instructions of the Head of State, voiced in an interview to Ana tili newspaper, was considered. The meeting was attended by the leadership of the ministries of industry and construction, national economy, finance, Otbasy Bank JSC, Samruk-Kazyna JSC, Baiterek NUH JSC.

They discussed approaches to transform Otbasy Bank into a development institution and intensify work on attracting private funds for further development of the industry, as well as proposals for financing preferential programmes, including support for employees of industrial enterprises and the launch of new products. To date, work has already begun to improve the housing conditions of families of specialists of working professions with large enterprises such as Karazhanbasmunai, Shubarkol Komir, Euro-Asian Energy Corporation, SSGPO, TNC Kazchrome, Aluminium of Kazakhstan, Kazakhstan Electrolysis Plant and other organisations.

The Head of the Government noted the need to expand the preferential programme of mortgage and rental housing for technical specialists within the announced The Year of Vocational Professions. Transformation of the Bank is aimed at strengthening its work to provide housing to needy citizens on the principle of single window and in general for the development of the economy of the country.

According to the Ministry of Industry and Construction, a record 18.9 million square metres of housing will be commissioned in Kazakhstan by the end of 2024, up 6.4% year-on-year. The index of physical volume of the industry for the year was 113.1%. Work is underway to fulfil the task set by the President to reach 111 million square metres by 2029.

Within the framework of state support measures, citizens are provided with rental and credit housing, the 2-10-20, 5-10-20 and other programmes are being implemented. In 2024, Otbasy Bank issued 71,452 loans worth 1.29 trillion tenge, of which 39.8% were for the purchase of primary housing. A total of 10,003 loans worth 251.9 billion tenge were issued under the Otau and Nauryz programmes.
