Kazakhstan reaffirms commitment to international human rights obligations at 48th UPR Session

Minister of Justice of the Republic of Kazakhstan Yerlan Sarsembayev made a report on the implementation of international obligations in the field of protection of human rights and freedoms in the Republic of Kazakhstan at the 48th session of the UN Council in Geneva,El.kz reports citing the Ministry of Justice of Kazakhstan.

On January 23, 2025, within the framework of the 48th UPR Working Group of the UN Human Rights Council in Geneva, the Republic of Kazakhstan underwent the procedure for the protection of the fourth National Report on the implementation of international obligations in the field of protection of human rights and freedoms.

The main document on the implementation of international obligations in the field of human rights by the Republic of Kazakhstan was presented by a delegation headed by the Minister of Justice Yerlan Sarsembayev.

The Kazakh delegation included deputy heads and officials of the Prosecutor General's Office, the Judicial Administration, the Ministries of Internal Affairs, Culture and Information, Foreign Affairs, Labor and Social Protection of the Population, Health and Education.

The Kazakh delegation briefed the participants of the event on the main achievements of the Republic of Kazakhstan in the field of human rights over the past five years and the main priorities for the development of the state.

Yerlan Sarsembayev noted that since the submission of the third report in November 2019, Kazakhstan has made significant progress in the field of human rights through the implementation of a number of important initiatives aimed at further democratizing the country.  In order to improve judicial proceedings, administrative justice has been launched. For 3 years, it has proven its effectiveness, provided fair, effective and accessible justice. At present, the Parliament is considering draft laws aimed at expanding the scope of administrative justice. At present, up to 60% of claims against their decisions, actions and inactions of state bodies and officials are satisfied by the courts.

In addition to the restoration of the Constitutional Court and the adoption of the Administrative Procedural Code, Kazakhstan has undertaken reforms in the judicial system, including the introduction of the institution of administrative justice to protect the rights of citizens, and has also reformed the activities of law enforcement agencies in order to increase their transparency and accountability.

During the interactive dialogue that followed the speech of the head of the Kazakh delegation, the UN member states voiced relevant recommendations for improving the legislative mechanism and practice of human rights protection.

The official delegation of the Republic of Kazakhstan answered the questions of the participants in the defense of the National Report.

The delegations of foreign States noted the progressive progress of the Republic of Kazakhstan in the development of legislative, practical and other measures in the field of human rights protection and the implementation of the guiding principles of the main international instruments in the field of human rights protection.
