In 2024, 16 million square metres of housing to be commissioned in Kazakhstan

At the Government session chaired by Prime Minister Olzhas Bektenov the issues of development of the construction industry were considered. Minister of Industry and Construction Kanat Sharlapayev, Chairman of the Board of Baiterek Holding Rustam Karagoyshin, Chairman of the Board of Otbasy Bank JSC Lyazzat Ibragimova made a report, El.kz cites primeminister.kz.

According to the results of 10 months, the volume of construction works increased by 15.7% compared to the figure for the same period of 2023. Minister of Industry and Construction Kanat Sharlapayev reported that in 2024 it is planned to introduce 18.03 million square metres of housing. Taking into account the dynamics for January-November this year has already built 16 million square metres, which is 107% of the same indicator last year.

Chairman of the Board of Otbasy Bank JSC Lyazzat Ibragimova reported to the head of the Government on the implementation of mortgage programmes such as Nauryz, Otau and Asyl Meken. As of 1 December this year, more than 6.6 thousand people took out loans and became owners of their own homes.

Prime Minister Olzhas Bektenov emphasised that the construction industry is one of the key sectors of Kazakhstan's economy, directly affecting the solution of housing issues, infrastructure development and job creation.

Within the framework of the task set by the Head of State to commission 111 million square metres of new housing by 2029, the Concept of development of housing and communal infrastructure was updated in 2023. This year the Government has implemented an additional set of measures: adopted the Law on reforming housing policy, launched new preferential mortgage programmes, increased financing under existing mechanisms.

Olzhas Bektenov noted the importance of improving the quality of construction and adjacent infrastructure, effective use of allocated funds and updating of waiting lists for housing. Head of the Government instructed to accelerate the inventory of lists in the regions and stressed that the queues should include really needy citizens.

Special attention has been paid to the issue of shared construction. To prevent the facts of concluding contracts without providing guarantees, amendments to the legislation are being made for additional protection of shareholders.

"A lot of developers bypassing the established procedure continue to attract funds of shareholders, conclude contracts without providing any guarantees. Now the Majilis of the Parliament has developed a bill on shared construction. The Ministry needs to qualitatively work out with deputies all aspects of strengthening control over the process of attracting funds of shareholders. I also instruct to develop a mechanism for the conclusion of share construction contracts, which should completely eliminate the risks for our citizens,"Olzhas Bektenov emphasised.

To fulfil the plans on commissioning of housing and engineering networks for the current and 2025 years, the Ministry of Industry and Construction together with regional Akimats have been instructed to ensure appropriate conditions.

Taking into account the new mortgage programmes and the projected growth of construction, the Ministry of Industry together with government agencies and organisations has been tasked to increase the share of domestic materials in the projects of the construction and municipal sectors. The Ministry is also tasked with ensuring that planned building materials projects are launched in 2025.

According to the Centre for Human Resources, a shortage of more than 200,000 people in the construction industry is forecast for the period up to 2030. The ministries of science and higher education, education, industry and construction, and labour need to work out the issues of training specialists taking into account the market demand.
