Digital traceability system for fruit and vegetable products introduced in the EAEU

On March 28, 2023, the Board of the Eurasian Economic Commission approved the procedure for traceability of quarantined products, El.kz cites Kazakh Ministry of Trade and Integration.

This document will allow phytosanitary control authorities to track quarantined products from the field to the counter, and businesses to avoid unreasonable bans and restrictions of the EAEU countries on the import of fruit and vegetable products. The procedure will apply to regulated products imported and transported across the territories of the EAEU countries.

The document comes into force a year later, in March 2024. Plant-growing products with a high phytosanitary risk fall under traceability. Today the list contains 35 types of products, these are onions, potatoes, tomatoes, onions, cabbage, lettuce, carrots, cucumbers, leguminous vegetables, certain types of seeds, nuts, bananas, coffee and others.

Traceability will be implemented through the integration of national digital systems. To do this, the relevant authorities of the EAEU member states will enter into the information system the results of quarantine phytosanitary inspections carried out in respect of a batch of quarantined products. A unique identification number of each batch is also generated here. Upon receipt of a batch of quarantined products, participants in foreign economic activity are obliged to immediately inform the authorized body of the destination country about the arrival of the goods using the information system.

Until the entry into force of the document, the EEC will finalize the technological documents for the launch of the integrated information system, and the authorized bodies should ensure the readiness of national information systems for mutual integration.
