Shepel Vladimir Nikolaevich (1947-2021) – statesman and politician of the Republic of Kazakhstan. His long years of work were connected with the civil service. At the dawn of Kazakhstan's Independence, he headed the Secretariat of the President of the Republic of Kazakhstan, was Deputy Head of the Presidential Administration. Vladimir Nikolaevich headed the headquarters for the relocation of state bodies from Almaty to the new capital of Independent Kazakhstan in the city of Akmola. As a leader with great diligence and high professionalism, responsibility for the fulfillment of complex state tasks, Vladimir Nikolaevich solved the issues of both ministries and departments, and ordinary people who found themselves in a difficult situation.
A special period of his work biography is associated with the Archive of the President of the Republic of Kazakhstan. It was with his direct participation that in 1994 the Central State Archive of Modern History was transformed into the Archive of the President of the Republic of Kazakhstan, since at that time he was in charge of issues related to the archival affairs of the country. Then, being the director of the Archive from 2004 to 2014, he managed to significantly replenish the National Archive Fund of the Republic of Kazakhstan with historical sources of Independent Kazakhstan. A direct participant and witness to the formation of the new state, Shepel paid special attention to the documents of this period. The author of numerous publications in the media, his articles on the closure of the nuclear test site in Kazakhstan, etc. are interesting. The years of his leadership of the Archive of the President of the Republic of Kazakhstan have become a time of dynamic development of the Archive, preservation and enhancement of historical heritage for future generations. The Fund of V.N. Shepel's personal origin is in state custody in the Archive of the President of the Republic of Kazakhstan.
The labor activity of Vladimir Nikolaevich Shepel is highly marked by state awards, including the orders of "Barys" I, II and III degrees, "Parasat", "Kurmet". For his services to the state and active public activity, he was awarded the title of "Honored Worker of Kazakhstan".
Vladimir Nikolaevich Shepel was born on October 11, 1947 in Khabarovsk in the family of a serviceman.
In 1971 he graduated from the Historical Faculty of the Kazakh State University named after S.M. Kirov, Alma-Ata Higher Party School (1988). He began his career in 1966 as a carpenter of the Alma-Ata Woodworking Plant.
After graduating from the university, he was elected secretary of the Komsomol committee of the Alma-Ata Power Engineering College, and then appointed head of the department of the Auezovsky district committee of the LKSM. In 1985-1991 Vladimir Nikolaevich worked in the Central Committee of the Communist Party of Kazakhstan as Deputy Head of the General Department, and then in 1992-2004 – Head of the Secretariat of the President of the Republic of Kazakhstan, Deputy Head of the Presidential Administration of the Republic of Kazakhstan.
By the Order of the President of the Republic of Kazakhstan dated May 14, 2004, V.N. Shepel was appointed Director of the Archive of the President of the Republic of Kazakhstan.
