Kazakh Senate discussed the conditions for the construction of a new US consular office in Almaty. At an expanded meeting of the Committee on International Relations, Defense and Security, the Law "On Ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the United States of America on the Provision of a Land Plot to the Government of the United States of America for Lease for the Construction of the Consular Office of the United States of America in the City of Almaty" was considered, El.kz reports with reference to the press service of the Senate of the Republic of Kazakhstan.
The agreement was signed on September 27, 2024 in New York. In accordance with it, a land plot with an area of 70,593 square meters is leased to the United States for a period of 49 years. The amount of rent will be USD 25.3 million and will be paid in a lump sum within 30 days from the date of entry into force of the Agreement.
Under the terms of the agreement, the United States independently covers all costs for the construction, maintenance and operation of the facility, as well as is exempt from taxes, customs duties and permitting procedures. On the territory of the future Consulate General, it is planned to locate the Representative Office of the US Department of Commerce, the Drug Enforcement Agency, the Center for Disease Control, the Commercial Service, as well as the PEPFAR program and other structures.
According to the senators, the consulate will become the largest visa hub in Central Asia, which will increase the investment attractiveness of Kazakhstan, create jobs, and also contribute to the development of business and services. Ratification of the Agreement will strengthen the strategic partnership between Kazakhstan and the United States, as well as strengthen the confidence of international investors.
Following the meeting, the members of the Committee decided to send the Law to the Chamber for consideration.
