Kazakh PM: Priorities of Government – ensuring quality economic growth and improving citizens' welfare

An enlarged Government session was held under the chairmanship of the President of Kazakhstan Kassym-Jomart Tokayev. During the session, Prime Minister Olzhas Bektenov informed the Head of State about the main results of the Government on the results of 2024, El.kz cites primeminister.kz.

Head of the Government informed the President about the growth rate of the economy of Kazakhstan. Last year this indicator was 4.8%. High dynamics was achieved in agriculture 13.7%, construction 13.1%, trade 9.1%, transport 8.5%. The volume of manufacturing industry increased by 5.9%. At the same time, the agricultural sector and manufacturing industry recorded the most dynamic growth over the last 10 years.

At the same time, oil production decreased by 2 million 400 thousand tonnes, having a negative impact on GDP growth rates. It was noted that this was largely due to the country's commitments under OPEC+, as well as capital repairs at major fields.

Behind the statistical indicators of economic growth by sector are specific results. For example, 29 large plants have been built in Kazakhstan, including iron casting in the Kostanay region; tungsten and heat insulating materials in the Almaty region; precious metals processing in Shymkent; copper cathode, car tyres and household appliances in the Karaganda region; and others. The launch of modern production facilities in Saran has allowed the city to move out of the category of single-industry towns.

In 2024, agricultural producers will harvest more than 26 million tonnes of grain crops and over 3 million tonnes of oilseeds. 4 million tonnes of grain have already been exported. Agrarians have been provided with irrigation water in full. At the same time, 2.6 billion m3 of water was directed to the Aral Sea, which is significantly higher than in previous years. Modernisation of 80 water canals with a total length of more than 400 km was completed. The coverage of land with water-saving technologies has increased 1.5 times to 470,000 hectares.

There are also concrete results in the construction sector. In particular, 19 million m2 of housing has been commissioned for the first time in the country. 397 health care and 298 education facilities have been built. Forty student hostels for 11,000 beds have been commissioned. In addition, 12 thousand kilometres of motor roads in Kazakhstan and 2.8 thousand kilometres of railway tracks have been constructed and repaired. Three new terminals were commissioned at Almaty, Kyzylorda and Shymkent airports. In general, the volume of cargo traffic last year increased by 10%, reaching about 1 billion tonnes.

Special attention was paid to the housing and communal sector. Last year more than 300 thousand citizens were additionally provided with gas, central water supply - more than 200 thousand. 542 km of heat networks and 55 heat sources were modernised, 6.5 thousand km of engineering networks were repaired. Additional power generation with a total capacity of over 700 MW was commissioned.

The Investment Headquarters promptly eliminated problematic issues on 115 projects with a total value of $50 billion. Decisions are being made to launch projects needed for the country in a timely manner despite formal bureaucratic procedures. On the basis of specific problem cases, the Investstaff forms a package of point legislative amendments to improve the business climate. Currently, 97 amendments are in the works.

In general, in terms of regions, North Kazakhstan region, Karaganda region, Turkestan region, Kyzylorda region, Astana and Shymkent cities showed the highest economic growth last year. Low dynamics on the main indicators was formed in Ulytau, Atyrau, West Kazakhstan and Zhambyl regions.
