Kazakh PM on implementation of digital solutions: transparency and security in using AI is important

At the Government session under the chairmanship of Prime Minister Olzhas Bektenov considered the introduction of new digital technologies and artificial intelligence in everyday activities. The Minister of Digital Development, Innovation and Aerospace Industry Zhaslan Madiyev reported on the work carried out in this direction, El.kz cites primeminister.kz.

In the office of digital government the Prime Minister was shown examples of implementation of domestic digital solutions. Minister of Digital Development, Innovation and Aerospace Industry Zhaslan Madiyev presented a number of projects "Social Wallet", "OTP Register", "Online Notary", a platform for systematisation of citizens' requests E-Otinish and others.

The Head of the Government noted the importance of creating a digital environment to stimulate economic processes. All developed countries invest in the development of digitalisation and artificial intelligence and create their own strategies. In Kazakhstan, digital technologies are currently implemented and actively used in the spheres of industry, ecology, healthcare, education, employment, social and legal support, tax sector and business environment.

"The Head of State emphasises that digital transformation in the system of public administration should contribute to transformations in public life and the economy. Through neural networks, we can predict, prevent and proactively respond to possible risks and emergencies. In the ongoing digital transformation, we must also work to integrate new digital solutions. All this work will be continued within the framework of the Concept of Artificial Intelligence Development until 2029 and the new Law on Artificial Intelligence," Olzhas Bektenov emphasised.

The Prime Minister noted the need to train employees of government agencies in the tools of artificial intelligence during 2025 - a corresponding order was given to the Ministry of Digital Development, Innovation and Aerospace Industry together with regional Akimats. The Ministry of Science and Higher Education should create educational programmes and courses on AI.

Special attention is paid to the development of unified approaches to the availability of data in the information systems of state bodies for further use and development of artificial intelligence. The Ministry of Digital Development, Innovation and Aerospace Industry has been instructed to regulate the work on data collection, storage and protection to ensure its relevance and reliability, together with interested state bodies and akimats.

In order to create transparent and safe conditions for the use of artificial intelligence, it is necessary to provide legislative measures and regulations governing its use. The prime minister emphasised the protection of personal data, cybersecurity issues, ethical norms and responsibility for decisions made with the use of AI.

Given the low awareness of the population about developments in the field of artificial intelligence, the Ministry of Digital Development, Innovation and Aerospace Industry is tasked with further improving existing digital solutions and informing Kazakhstanis about their use.

Also, the Ministry of Digital Development, Innovation and Aerospace Industry together with interested state bodies and akimats has been instructed to develop specific measures to support enterprises implementing and introducing digital technologies and artificial intelligence.
