Kazakh PM instructs to develop Kazakhstan as a digital regional hub

Measures for further innovative and technological development of Kazakhstan were discussed at a meeting of the Board of the Ministry of Digital Development, Innovation and Aerospace Industry, chaired by Prime Minister Alikhan Smailov, El.kz cites primeminister.kz.

The Minister Bagdat Mussin made a report on activities for 2022, as well as plans to improve the quality and accessibility of public services, modernization of service centers and the introduction of new digital services for people and businesses, development of telecommunications and aerospace industries, digital transformation of government and strengthen the information security of the country.

In particular, work will continue on transferring real estate transactions and utility contracts into the online format, automating business inspections based on risk management system data, developing a single service for interaction between innovators and subsoil users, developing e-Health, e-Otinish, e-Gov business, Smart Data Ukimet platforms, etc.

Presentations were also made by the heads of Kazakhtelecom JSC, NC Kazakhstan Garysh Sapary JSC, and the technopark of IT start-ups Astana Hub.

The Prime Minister stressed that one of priority tasks of the Ministry is to provide citizens everywhere with qualitative cellular communication and Internet. According to him, necessary measures should be taken within the framework of the National project "Affordable Internet" being developed.

"Today we are already working on the introduction of 5G communication, which in the first place is planned to cover cities of national importance and regional centres. Along with that it's important to continue development of 3G and 4G standards in the regions with increasing communication quality," Alikhan Smailov said.

The Head of Government put a special emphasis on the need to develop a regional ecosystem of technological hubs to involve talented young people in the IT-sector.

"Young people in the regions should have every opportunity to learn best practices and develop innovative thinking, as well as the necessary technical infrastructure to implement their ideas and successfully enter international markets. To solve this problem, the Ministry should work with akimats to open and support technological hubs on the model of Astana Hub in all regions of the country," Alikhan Smailov said.

The Prime Minister also instructed Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan to develop and adopt by March 1 a road map for the development of Kazakhstan as a digital regional hub. It should reflect steps for construction of cross-border fibre-optic highways (projects "Caspian fiber-optic network", "West-East", etc.), connecting Europe and East Asia through the territory of our republic, and for launching associated data processing centres.

In conclusion, Alikhan Smailov noted the importance of centralisation of all information systems of state bodies on the Smart Data Ukimet platform, further expansion of the list of proactive state services, adoption of comprehensive measures to ensure national information security as well as integration of space technologies into the economy.

"The Head of State has instructed to more than double the share of digital technologies in the economy by 2029. In this regard, all necessary actions should be reflected in sectoral concepts and development plans of state bodies. The Ministry should also strengthen coordination of digital Vice Ministers," he concluded.
