Anti-bullying program for schools to be developed in Kazakhstan based on Finland's experience

In Kazakhstan, within the framework of the Comprehensive Plan for 2023-2025, new measures are being introduced to protect the rights and well-being of children, prevent violence and suicide. The corresponding decree was signed by the Prime Minister of the Republic of Kazakhstan Alikhan Smailov. This important step is being carried out in accordance with the instructions of the Head of State given at an expanded meeting of the Government in the summer of 2022, El.kz  reports with reference to the press service of the Government of the Republic of Kazakhstan.

As part of this plan, an interactive risk map will be created for different regions, districts and cities, which will provide up-to-date information on offenses in the children's environment, cases of violence, bullying, as well as absenteeism and other aspects. This will allow for more effective monitoring and the provision of emergency assistance through the "crisis management" method.

In addition, there are plans to develop an anti-bullying program for educational institutions, based on the experience of Finland. It includes online surveys, thematic lessons, conversations and extracurricular activities. A methodology for early detection and assistance to minors who have been or witnessed violence, bullying or cyberbullying will also be approved

It is also planned to change the approaches to maintaining in-school records using the case management mechanism. An important part of the implementation of the plan will be the creation of a single contact center for children called BalaQorgau. It is also planned to introduce personal safety lessons in preschool, secondary, vocational and technical educational institutions.

The Comprehensive Plan is expected to significantly reduce the number of juvenile delinquency, as well as the rate of suicide and suicide attempts. An important result will be an increase in the level of protection of children and the provision of their semantic activity in the time of freedom. In the course of the implementation of this plan, 1,000 educational psychologists and 2,000 social educators will be additionally trained in the republic.
